The Bangladesh Standards and Testing Institution (BSTI) is Bangladesh’s national authority for standardization, testing, metrology, and related conformity assessment and regulatory functions. BSTI was established in July 1985 under the Bangladesh Standards and Testing Institution Ordinance, 1985, through the merger of the Central Testing Laboratory (CTL) and the Bangladesh Standards Institution (BDSI). It operates as an autonomous institution under the Ministry of Industries, with its current legal basis set out in the Bangladesh Standards and Testing Institution Act, 2018.

BSTI’s mandate covers the development and implementation of national standards, testing and quality control, and the operation of national metrology functions, including calibration and verification activities linked to weights and measures. Its statutory scope also includes grading and marking of goods, reflecting BSTI’s role in standards development, market surveillance, and consumer protection.

BSTI’s governance is anchored in a statutory council that serves as the institution’s highest policy-making authority. The council brings together senior government representatives alongside stakeholders from regulatory bodies, research institutions, industry, and consumer organizations, reflecting BSTI’s cross-cutting role across regulation, trade, and public welfare.

Internationally, BSTI represents Bangladesh in the International Organization for Standardization (ISO) as the country’s ISO member body. It also participates in the work of the International Electrotechnical Commission (IEC) through the IEC Affiliate Country Programme. At the regional level, BSTI participates in the South Asian Regional Standards Organization (SARSO), supporting coordination and harmonization of standards across South Asia.
