According to Chapter 5, Article 25(48)(Ka) of the Import Policy Order 2021-2024 (applicable to Bangladesh), the current list of regulated products has been updated to include newly added products set by the Bangladesh Standards and Testing Institution. Products listed below must comply with Bangladesh Standards (BDS).
This regulation applies to exporters and importers in Bangladesh. Regulated goods must be tested in approved laboratories and accompanied by a certificate of compliance with applicable BDS. To expedite customs clearance and avoid delays caused by post-unloading assessment and testing, proof of compliance, such as a valid certificate, will be required.
Requirements for Bangladesh:
- Each batch of regulated goods imported into Bangladesh must be tested in an approved laboratory.
- Certificates must comply with BDS standards.
- For customs clearance, a valid certificate is essential.
The newly added products are as follows, but are not limited to the scope specified in Article 25.48 of Annex IV:
- Electrical and electronic products
- Cosmetics
- Baby skincare products
- Tiles and sanitary ware
- Textiles
- Food and related products
- Kitchenware
- Stationery products
Certification Process:
Application Preparation (4-6 weeks):
- Submit company registration documents
- Product technical documents (including bill of materials, design drawings)
- Quality management system certificates
Testing Phase (8-12 weeks):
- Performance testing at a BSTI designated laboratory
- Pressure test (1.5 times the design pressure maintained for 2 hours)
- Material composition analysis
Factory Inspection (2-4 weeks):
- On-site inspection of production facilities
- Review of quality control processes
Certificate Issuance (2-3 weeks):
- Valid for 3 years
- Annual review required
Key Considerations
Localization Requirements:
- A Bangladesh authorized representative must be designated
- Product labels must include instructions in Bengali
Technical Documents:
- All documents must be notarized and translated into English
- Test reports must be issued by an ILAC member laboratory
Common Non-Conformities:
- Welding procedures not performed according to BDS EN 15614 standard
- Safety valve specifications do not comply with BDS EN ISO 4126
Market Supervision:
- Random inspection frequency: no less than 15% of imported batches annually
- Penalties for violations:
- First violation: up to $50,000 fine
- Repeat violation: import ban for 1-3 years
