Japan Quality Assurance Organization (JQA), formerly known as JMI, was established in October 1957. It is an independent, impartial, privately-run inspection and certification institution recognized by the Japanese government—specifically the Ministry of International Trade and Industry.

In 1993, the original JMI was dissolved, and the Japan Quality Assurance Organization (JQA) was established. Headquartered in Tokyo, it also has regional offices in Kanto and South Kanto, a Chubu office in Nagoya, and Kansai and North Kansai offices in Osaka, totaling five branch offices.
As a government-authorized certification body, JQA is not only able to conduct mandatory product certification (PSE-Mark) and voluntary certification (S-Mark), but it is also authorized by the government to perform tests and inspections relating to raw material structures under the Japanese Industrial Standardization Law (JIS-Mark) and medical device testing under the Pharmaceuticals and Medical Devices Act.
International Organization Affiliations
As Japan’s national certification body (NCB), JQA is a member of IECEE and is authorized to issue CB test certificates for household appliances, information technology, electronic entertainment equipment, lighting equipment, safety transformers, and electromagnetic compatibility (EMC). JQA recognizes CB test reports and certificates issued by IECEE-CB system member countries that include Japanese national deviations for items such as wires and cables, capacitors, low-voltage electrical equipment, power tools, and appliance switches.
